UP NEET SS 2026: NOC में 5-7 दिन की देरी — Reporting Deadline 25 March, ₹2 लाख जब्त होने का डर; Doctors ने माँगी Extension

Uttar Pradesh के उन doctors के लिए एक urgent situation सामने आई है जिन्होंने NEET SS 2025 (Super Speciality) qualify किया था और MCC (Medical Counselling Committee) के Round 1 में seat allotment मिल चुकी है। समस्या यह है कि UP के UPDGME (Directorate General of Medical Education and Training) से NOC (No Objection Certificate) मिलने में 5 से 7 दिन लग रहे हैं — और reporting की last date 25 March 2026 है।

Seat allotment 18 March को जारी हुई — candidates को 19 से 25 March के बीच college report करना था। लेकिन UPDGME office में backlog की वजह से NOC नहीं मिल पा रहा। बीच में weekend भी आ गया। NOC के बिना candidates अपने allotted institute में report नहीं कर सकते।

सबसे बड़ी चिंता यह है कि deadline miss होने पर candidates का ₹2,00,000 security deposit forfeit हो सकता है और seat भी चली जाएगी। UP के doctors MCC और UPDGME दोनों से reporting deadline extend करने की माँग कर रहे हैं।

यह मामला UP के Lucknow, Kanpur, Prayagraj, Meerut, Ghaziabad और अन्य जिलों के उन doctors को directly affect करता है जिन्होंने DM, MCh या DrNB में super speciality seat secure की है।

उत्तर प्रदेश में NEET SS 2026 की मौजूदा स्थिति

NEET SS यानी National Eligibility cum Entrance Test for Super Speciality — यह exam MD/MS doctors के लिए होती है जो DM (Doctorate of Medicine), MCh (Magister Chirurgiae) या DrNB (Doctor of National Board) super speciality courses में admission लेना चाहते हैं। यह India के medical education system का सबसे advanced और competitive level है।

NEET SS 2025 के Key Facts:

• NBEMS ने NEET SS exam December 26-27, 2025 को conduct किया
• Result January 23, 2026 को जारी हुआ
• Total 34,551 candidates cleared NEET SS
• सिर्फ 2,447 DM और MCh seats available हैं — यानी 14+ qualified doctors per seat

NOC की problem क्यों है:
UP में government hospital या medical college में working doctors को NEET SS allotment मिलने के बाद अपने वर्तमान institution से NOC लेनी होती है — UPDGME के through। यह एक mandatory administrative step है। लेकिन UPDGME के office में backlog होने से यह process 5-7 दिन ले रही है — जबकि reporting window सिर्फ 7 दिन की है।

NOC Delay की असली problem — Timeline देखें

यह timeline देखने पर समस्या clearly समझ आती है:

• 18 March (Tuesday): Seat allotment जारी हुई
• 19 March (Wednesday): Reporting window शुरू — candidates को NOC apply करनी चाहिए थी
• 19-21 March: UPDGME office में NOC के लिए application — officials ने कहा 5-7 दिन लगेंगे
• 22-23 March (Saturday-Sunday): Weekend — offices बंद
• 24-25 March (Monday-Tuesday): NOC मिल भी जाए तो documents collect करना + travel to allotted institute (अगर दूसरे state में है)
• 25 March (Tuesday): Reporting LAST DATE

Result: Practically, यह impossible है। अगर NOC 5-7 दिन में मिलती है — और weekend बीच में है — तो 25 March तक reporting हो ही नहीं सकती। एक candidate ने कहा — “With the weekend in between, it is becoming practically impossible to obtain the NOC, collect documents and travel to allotted institutions in other states on time.”

Candidates के लिए जरूरी जानकारी — अभी क्या करें

अगर आप UP NEET SS 2026 candidate हैं और इस situation में हैं:

1. UPDGME में NOC application तुरंत करें (अगर नहीं की): Lucknow में UPDGME office contact करें। In-person और online दोनों options try करें। Application number note करें।
2. MCC को email/grievance करें: mcc.nic.in पर grievance portal है। Subject: “NOC Delay — Requesting Extension of Reporting Deadline” — अपनी situation clearly explain करें।
3. UPDGME को letter/email करें: Formal written request दें कि NOC urgently चाहिए — administrative delays के कारण reporting deadline miss हो रही है।
4. Collective voice: UP के affected candidates ने groups बनाए हैं — collective representation ज्यादा effective होती है। Resident Doctor Associations, IMA UP Chapter से connect करें।
5. Allotted institute को proactively inform करें: जहाँ seat मिली है — वहाँ email करें कि आप committed हैं, NOC pending है, extension के लिए request की है।

अगर deadline extend नहीं हुई तो:

• NEET SS Round 2 — registration 26-27 March 2026 को होगा। अगर Round 1 seat miss हो जाए तो Round 2 में participate करें।
• Round 2 में allotment के बाद reporting April 10 से पहले — super speciality academic session April 10, 2026 से शुरू होगा।
• ₹2,00,000 security deposit refund — अगर seat withdraw करते हैं (not forfeit) तो refund process होती है। MCC guidelines check करें।

यह issue directly super speciality doctors के लिए है — लेकिन medical career बनाने वाले students के लिए कुछ जरूरी lessons हैं:

₹2 लाख Security Deposit — क्या होगा?

NEET SS Counselling में candidates को registration के दौरान ₹2,00,000 refundable security deposit जमा करना होता है। यह deposit इसलिए है ताकि seat allotment मिलने के बाद candidate report करे।

Forfeiture rules:

• अगर candidate reporting deadline तक report नहीं करता — ₹2 लाख forfeit होती है
• अगर candidate NOC delay जैसे administrative reason से miss करता है — यह arbitrary और unfair है
• Doctors का demand है कि administrative delay की वजह से deadline miss हो तो forfeit न हो

MCC के पास precedent है: MCC ने पहले भी technical issues, natural calamities, या administrative problems की वजह से deadlines extend की हैं। इस बार UP के doctors का case valid है।

UP के Doctors की माँग — क्या है Demand?

UP के affected NEET SS candidates की specific demands:

• Reporting deadline 25 March से extend करके कम से कम 31 March 2026 तक — ताकि NOC मिलने के बाद document collection और travel possible हो
• UPDGME को NOC processing को fast track करने का instruction
• Administrative delay की वजह से ₹2 लाख forfeit का नियम suspend होना चाहिए
• MCC को urgent notice issue करना चाहिए — similar to how MCC withdrew seats from Round 1 matrix urgently
