144 candidates will not be able to take part in UP NEET PG 2026-27 counselling. The Directorate General of Medical Education and Training (DGME), Uttar Pradesh, named them in a notice dated October 23, 2026, and the reason in every case comes down to an earlier seat that was taken and then given up, or allotted and never joined.

The notice covers MD, MS and other postgraduate medical courses under the state counselling. DGME published the names in four separate lists, grouped by what the candidate did in a previous session and which session it happened in.

Who is on the four lists

The largest group is 81 candidates who resigned seats allotted in UP NEET PG 2025-26 after the final counselling round. Next come 60 candidates who were allotted seats in the MD and MS special stray vacancy round of 2025-26 and did not report for admission. One candidate did not report after a DNB stray vacancy allotment in the same session.

The fourth list is much smaller. It holds two candidates from the 2024-25 session who resigned MD and MS seats after the final round. Medical Dialogues reports that those two had seats at King George’s Medical University in Lucknow and Moti Lal Nehru Medical College in Prayagraj. Together, the four lists add up to 144.

The notice says the candidates are barred from the 2026-27 counselling process, so anyone on one of the lists should not plan around a UP state-quota seat this year.

Why DGME took this step

The rule behind the lists is not new. DGME points to a state government order dated July 9, 2024, which sets out what happens when a candidate leaves an admitted postgraduate seat before completing the course, or fails to join after an allotment in the final round. Under that rule, a candidate who resigns after the final round is kept out of the admission process for the following academic session.

A seat resigned late, or left unjoined after a stray round, is a seat another candidate could have used. By the time it comes back into the pool, the rounds that would have filled it cleanly are already over. The bar is DGME’s way of making that cost fall on the candidate who created the vacancy, rather than on the system.

Candidates who are unsure whether they are affected should check the lists themselves on the official UP NEET counselling portal rather than relying on forwarded screenshots. DGME also posts its counselling notices on dgme.up.gov.in.

What this means for Round 1 applicants

For everyone else, the timing matters. UP NEET PG 2026 Round 1 registration is already open and closes on October 26, with the seat allotment result scheduled for November 2. The debarred list does not change those dates, but it does change the field slightly, since 144 candidates who might otherwise have applied are out before choice filling begins.

Fill choices only for colleges and courses you would actually join, and keep the paperwork ready before the allotment comes out. The admission documents checklist covers the standard set, from the NEET PG scorecard and MBBS degree to internship completion and medical registration certificates. A candidate who takes a seat in Round 1 and then walks away from it risks facing the same bar in a future session.
