More than 5,000 academics, scientists, translators and moderators are now on the National Testing Agency’s panel of subject matter experts. The panel is part of a rebuild of how NTA puts its question papers together.

The empanelled experts will set, translate, vet and moderate papers, verify answer keys and handle curriculum mapping and psychometric validation. NTA invited expressions of interest for a three-year panel, with no deadline. The expression of interest stays open, and experts keep being added through the year.

NTA stressed that the 5,000 are empanelled experts, not new employees. Each one passes multi-layered scrutiny and verification before joining the panel, and the agency says the question bank it is building will be large enough that no setter or translator can memorise and reproduce its contents.

The question bank is the centre of the plan

Experts submit questions into a central pool, without knowing which questions will be picked for a final paper or which examination a question is meant for. A senior government official told The Indian Express the aim is for a paper to be finalised a few minutes before an examination.

The overhaul also covers how papers are translated. NTA invited expressions of interest last month from experts and translators to review AI-translated material, pairing machine-drafted translations with human vetting so that papers read the same across English, Hindi and regional languages. According to Jagran Josh, the reforms follow recommendations from the high-level committee headed by former ISRO chairman K. Radhakrishnan.

Four checks before anyone touches a paper

Getting onto the panel takes four layers of verification. First, NTA checks and verifies an applicant’s details, eligibility, educational qualifications and experience. A subject committee then reviews academic standing, research record and experience in setting question papers. Shortlisted applicants face background checks for coaching institute links and for question bank material prepared for students.

Empanelled experts sign a comprehensive non-disclosure agreement when they join, and reaffirm it at the start of every assignment. The agency has already started using the new system for some of the entrance examinations it conducts.

Which exams this touches

The panel’s work covers the exams most Indian students know by name: JEE Main, CUET at undergraduate and postgraduate level, UGC NET, CSIR NET and NEET. All of them except NEET run in computer-based test mode. NTA also says it is working towards an exam-agnostic process, so that conducting an exam does not depend on any particular vendor, technology or platform.

The December UGC NET cycle is still scheduled for December 14 to 18 and 21, 2026, and NTA has reiterated that schedule alongside the overhaul news. JEE Main scores remain the route into the National Institute of Technology Tiruchirappalli and the other NITs, and the qualifying step for JEE Advanced and admission to the Indian Institute of Technology Delhi and the other IITs.

Candidates appearing in the December cycle should still track the official notice for their own exam. Details of the city intimation slip and admit card come through NTA’s official website and the official UGC NET portal, and our admission documents checklist covers the details worth keeping ready before a form is submitted.
