Haryana’s postgraduate medical aspirants got their rulebook for the 2026-27 session on November 3, when the state’s Medical Education and Research Department notified the admission procedure for MD and MS courses. The notification covers government, government-aided and private medical colleges, including institutions under private universities, and it replaces earlier notifications on postgraduate medical admissions in the state.
For government institutions, the seat split stays at half and half. Fifty per cent of seats will be filled through the All India Merit category of NEET PG 2026, and the remaining 50% through Haryana State Merit. Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, will run the counselling as a combined centralised online process based on NEET PG 2026 merit.
What changes inside the state quota
In-service doctors get the largest carve-out. Up to 40% of state quota MD and MS seats are reserved for eligible in-service doctors. Candidates serving in the Haryana government, ESIC-run hospitals and other eligible state government organisations need a valid No Objection Certificate from the competent authority to claim the benefit.
A second preference goes to candidates who studied medicine in the state. Twenty-five per cent of state quota seats carry institutional preference for candidates who completed their MBBS at medical institutions in Haryana. A 5% reservation for candidates with benchmark disabilities applies under the applicable guidelines, and the notification says these reservations work horizontally within the relevant seat categories.
Private colleges, management seats and fees
In private medical colleges covered by the notification, half the seats go through open merit or the state quota and half through the management category. Candidates applying for management seats can come from anywhere in India, regardless of domicile. Seat distribution in medical colleges under private universities follows the Haryana Private Universities Act.
Fees are the part candidates will want to read twice. The annual tuition fee for certain specialities at private universities has been fixed at as much as Rs 45 lakh, according to UNI’s report on the notification.
Registration fees and security deposits
The registration fee is non-refundable: Rs 2,500 for unreserved category candidates and Rs 1,250 for Haryana candidates belonging to the PwBD, SC, BC and EWS categories.
Deposits for later rounds are steeper. Candidates opting only for state quota seats in government and government-aided institutions in the second round must deposit Rs 25,000, or Rs 12,500 for SC candidates. Those opting for state quota seats in both government and private institutions must deposit Rs 2 lakh. The security deposit for the stray vacancy round in private medical colleges or universities is Rs 5 lakh, and it is forfeited if an allotted candidate fails to deposit the required fee, report for document verification, or join the allotted seat.
What is still to come
