An American public university has never had a campus in India until now. In the first week of October 2026, the University of Colorado Denver (CU Denver) received a letter of intent from the University Grants Commission (UGC) to set up a degree-granting campus in Hyderabad. It is the first US public university to receive such clearance, and the campus will be the first foreign university campus in Telangana.
CU Denver plans to admit its first batch of students in August 2027, subject to completing the remaining regulatory processes and getting its proposed programmes approved.
Programmes planned
The Hyderabad campus will start with programmes in business, computing, engineering and analytics. The academic model will combine classroom learning with practical education and workplace exposure, and students will stay connected to CU Denver’s academic ecosystem in the US.
More programmes will be proposed to the UGC from the second year onwards. CU Denver says the campus will draw on its strengths as a public urban research university, with the focus on academic quality, career readiness and workforce relevance.
The India campus is being set up with Emeritus, a global education company, as a strategic joint-venture partner. Emeritus will support the establishment and growth of the campus, mainly across non-academic functions.
What a letter of intent means
A letter of intent is not the final approval. CU Denver still has to work through the remaining regulatory processes and get its proposed programmes approved before admissions can begin. That is why there is no application form, fee structure or entrance process to look for yet.
Students should also wait for two details: the list of UGC-approved programmes and the fee and scholarship structure. Neither has been announced. CU Denver says its students will remain connected to its US academic ecosystem. Before applying, ask the university to confirm in writing exactly which degree your programme awards.

The bigger picture
CU Denver joins a growing queue of foreign universities entering India under the UGC’s 2023 regulations for foreign higher educational institutions. Illinois Institute of Technology, a private American university, became the first US university to open an India campus, in Mumbai. Closer in timeline, the University of Western Australia got final UGC approval for its Chennai campus, with classes starting October 19, 2026.
For students, the choice between a foreign campus in India and an Indian university deserves careful comparison; our guide on choosing a university in India lays out how to weigh the options. Fees and scholarships will be the other big factor, so track our scholarships guide once CU Denver announces its structure.
