A PhD applicant who asked a court to treat his JEST score as equal to UGC NET has lost his plea. The Allahabad High Court has ruled that a university which has prescribed UGC NET as the eligibility criterion for PhD admission cannot be compelled to accept a Joint Entrance Screening Test (JEST) score in its place.
The petition was filed by Aakash Narayan, who holds an MSc in Astronomy from Osmania University. He wanted the court to direct Dr Shakuntala Misra National Rehabilitation University in Lucknow to call him for the interview for its PhD programme in Physics for the 2025-26 academic session, even though he did not hold a UGC NET score. Besides the interview, he sought admission to the programme, compensation of at least Rs 1 lakh, and litigation costs.
The university’s stand
The university told the court that it had adopted the UGC NET criteria through a resolution dated October 26, 2024, and had written the requirement into the eligibility conditions of its prospectus for the 2025-26 academic session. JEST, it said, was not among the examinations recognised under its admission criteria.
A bench led by Justice Jaspreet Singh accepted that position and dismissed the petition. The court noted that JEST is a national-level examination recognised by its participating institutions, but that does not oblige every university or higher education institution to accept it for PhD admissions.
“If the university has accepted the UGC criteria as eligibility it cannot be said that the same is arbitrary or violative of any Rule or Regulations. The petitioner cannot insist that a particular university must accept JEST Score despite the fact that it may be a national level examination,” the bench said.
What this means for PhD aspirants
The takeaway for aspirants is practical. Which qualifying test a university accepts is decided by that university’s own prospectus, not by how widely the test is recognised. A JEST score opens doors at the institutions that participate in JEST; everywhere else, the university’s stated requirement stands. Candidates applying to PhD programmes should read each university’s eligibility conditions carefully before applying, because a court will not rewrite a prospectus after the fact.
The timing matters for another reason. UGC NET December 2026 registrations are currently open, and the exam is the qualification most Indian universities ask for at PhD entry. NTA is accepting applications from October 8 to October 28, 2026, with a late-fee window running till October 31, on the official UGC NET portal. Correction of submitted applications is allowed from November 2 to 4.
Aspirants unsure about the application paperwork can check our admission documents checklist, and those weighing funding options can look at scholarships for Indian university students. The university’s own admission pages, such as the official website of Dr Shakuntala Misra National Rehabilitation University, remain the final word on its criteria.
Frequently asked questions
Can a university be forced to accept a JEST score instead of UGC NET for PhD admission?
No. The Allahabad High Court has ruled that a university prescribing UGC NET as its eligibility criterion for PhD admission cannot be compelled to accept a JEST score as a substitute.
What is JEST, and which institutions accept it?
The Joint Entrance Screening Test is a national-level screening examination recognised by its participating institutions for PhD admissions in physics and related subjects. It does not automatically substitute for UGC NET at other universities, which set their own admission criteria.
Is UGC NET December 2026 registration open?
Yes. The NTA is accepting applications from October 8 to October 28, 2026, with a late-fee window till October 31, 2026. Candidates can apply on the official portal at ugcnet.nta.nic.in.
Where can I check the official eligibility rules for a PhD programme?
Always read the university’s prospectus and official admission pages. The criteria written into the prospectus are what courts will uphold, as the Allahabad High Court’s ruling shows.
